During the 4th session of the 12th National People's Congress, Premier Li Keqiang announced that the official reform of the VAT reform will be officially implemented from 1st May 2016. Under the new system, taxes in 4 major industries (construction, property, finance and consumer service) will now be applicable to VAT instead of business tax. The original business tax will effectively cease to apply. This VAT tax reform aims to reduce the burden on service companies and encourage factory transformation. This tax overhaul has brought substantial impact on the economy and brings the biggest challenge to China's financial and taxation authorities.
